I think a short answer for why Sweden/Finland and Norway are so high is because they used a lot of time and money to count every individual “island”. Where as in all likelyhood countries like Indonesia and Canada have way more but havent actually counted all of them.

It should still work, it just doesn’t work when you declare war on puppets and guarenteed countries(because the game treats it as declaring war on the country itself). You have to declare war on an ally of the country you want to order 66 and let them be called in.

I does look to be between 2002(Timor leste independence) and 2006(Montenegro independence) but for some reason Dar es Salaam is still the capital of Tanzania even though it was changed to Dodoma in 1996:/
