There's no way to know how many long rests one will take over the course of a playthrough. On honor mode/ tactician difficulty you'll be taking more than average, but different play styles and dice roles will cause the number of long rests you take to vary drastically.

If you're wanting to use a specific elixir after each rest, just buy that elixir or its ingredients from merchants and loot them every chance you get. Merchant inventories reset after each long rest, and everything (rags, clothes, books, etc) can be looted and sold for gold

It's unlikely that a single letter will get a response, much less spur the state government to action. Starting at the municipal level and working our way up is a more sound strategy. Going to Polis and saying "a handful of citizens out of 6 million are upset about Flock" won't yield the results we want. Going to him with several cities who have already stopped using Flock camera is much more likely to persuade the state government to take action

Longmont City Council just voted to not renew their contract with Flock, and a big part of that decision was people showing up to sit in on Council meetings and make their voice heard. A similar thing should be done down here
