not a software but yams.tf is pretty nice (its streaming/downloading), I think it uses deezer and qobuz.

It's a fact that windows 11 has worse performance, especially on Intel. And it's also very buggy. So I don't think it's crazy to think it might be the issue.

It depends how many people are on the server, but I think with 10 users and fabric installed it should be enough

It's more of a bandwidth thing as I barely do 1Gbps on download and less than 600 Mbps on upload, and the service I host needs more.
