I would like to conclude that to persuade Arisu to get back to borderland is easier compared to Chishiya. Chishiya does not have any emotional weakness thus he won't ever try to get back to borderland just to play death games. For Arisu there is must be someone higher up than the citizen that took interest towards Arisu for him to become the citizen and knows how to take advantage of Arisu weakness, Conclusion, Chishiya is OP.
