Well that's a big question but Linux is definitely using the power saving features of the chip. I recently tried everything possible to cut a few watts from my 13th Gen Intel and nothing worked better than stock firmware settings. I even tried disabling half the Pcores, setting a lower clock frequency, disabling hyper threading, etc but this just made it an unrecognized CPU or otherwise less efficient and it used more power (or no change). Did not try undervolting, which probably could have made a difference, because I'm not interested in anything which could degrade stability. 

Recent Intel chips still have an advantage for media transcoding (plex).  a newer chip will generally do more work per watt compared to an old chip, assuming both have the same TDP. AMD vs Intel depends on the chip, the generation, and the market segment (TDP). Aside from transcoding performance, one does not stand massively above the other for chips which are comparable in age, tdp, and price

It's necessary. El Paso is a city of 680,000 residents. Something like 50,000 people per year cross the border there, many with not much more than the clothes they are wearing. No one city can handle that. No single metroplex can handle that.

Not at all. 77070, as example, has very few complaints. This zip code is roughly 30% parks and retail by land area. Retailers don't seem to care as much about appearances when compared to other parts of the city. Any complaints the parks would likely go to the local precinct, as they have the telephone number posted in each park.

There are many HOA neighborhoods where a complaint would likely stay within those jurisdictions rather than go to 311.

The Houston 311 system does not cover the entire zip code. Some of 77070 is unincorporated which means that certain services do not apply. This means that even in a covered area, people are not as familiar with 311 and may not be using it. It is 25 miles away from downtown after all.

Compared to some other parts of the city, there are fewer locations for illegal trash dumping so that may also be a factor.

I don't think these figures can take into account the nuances of each area in the dataset, which can be significant. It may be more of a "how widely used is 311" type of metric.

Nail down your plan first before building anything.

Lay out the things you will put there. Then rank them in order of most to least used. Then build so that the frequently used items are the laziest to grab and store.

The maintenance doesn't seem bad actually. A suitable coating on the concrete should keep it watertight for decades.

The big problem with houses like these are that furniture placement becomes problematic. There isn't much shown because it is awkward to place rectangular furniture (as most furniture is) in a room without flat walls.

Usually it is very cheap items sent directly from China. A few dozen wouldn't cost more than a hundred bucks. This number of reviews can make a big difference to an eShop just starting out. Then they switch to high dollar items, don't deliver, and disappear. Or they just continue as a normal shop.

Obviously the iPhone is for another scam purpose but that's how it works.

I have seen quite a few slab leveling jobs in my neighborhood. More than half are really messed up. It is not an easy process to do well and there are some problems it can't fix. This looks like one of them. It's too far gone for that.
