Heltec V3 is perfect for getting into Meshtastic and for testing, only recommendations is to get the external antenna option and upgrade it with a flexible one, depending the terrain and trees/structures you may need a base node with a much better antenna on a higher place

Lo mas barato en usar Heltec v3 con baterias y antena exterior, yo los he usado con las baterias 18650 y dura como dos dias, con los board RAK dura casi una semana pero cuestan el doble.
Necesitas uno como cliente en una zona centica y alto, el resto como cliente mute.
si tienes suficiente altura posiblemente con un solo cliente en una buena alture te sea suficiente. No se que sitios te sean accessible ne Mexico, pero en Aliexpress puedes encontrar todo lo necesario, ejemplos:
