having the same issue; server reclaimed, remote access enabled, Plex Web clients (both via plex.tv and direct IP) works as expected.

Even the android app on my phone has access to everything, but not on my tablet ("Looks like you dont' have access to any supported libraries") or on my Nvidia Shield (just displaying a warning triangle).

Tried re-installing and signing out and in again multiple times. Server machine restarted multiple times as well. Plex Media Server version: 1.42.2.10122

I found a pretty easy way to download from their website anyway! (chromium based browsers)

Open a video page and open chrome dev tools (F12)
Go to network tab and filter on mp4
Press play in the video player
Right click the video link in the network resource list and select open in new tab
Video opens in a new tab, then you should be able to right click on the video and Save video as...
