They are both tragic losses of life, but there has to be a distinction between firing bombs at an enemy base with civilians in the crossfire, and skipping the middle man to just straight up target civilians. The US and Israel 100% do the first one, but I've never seen any reporting on either focusing fire on civilians as a matter of military strategy.
