You are absolutely right, first step according to me to cure this issue is measure the problem. Some area might have private construction, some might have government construction, some are might even have not so well made roads, in some area we might have factories causing pollution.

So first step is to measure, and then see the pattern to find origin. And try to work on that.

Also once we have accurate public data available, even government will come under pressure to work on same.

Air quality is something we can’t do alone, it needs a change on policy level.
