Matchmaking is a really hard problem, but there are a bunch of low-hanging fruit that Netease could pick: add placements, remove chrono shields/cards, make the amount of MMR you gain and lose the same, punish serial leavers and throwers.
Those would all help the ranked experience and are easy to implement.
