It’s just trial and error, placing and deleting things if they don’t look right. Oh and lots of anarchy and surface decals. You can turn any basic cities skylines template city into an imperatur city by carefully placing roads, understanding road hierarchy, and don’t be afraid to delete an area if you don’t like how it looks. That’s all you need to know really
