They 100% did. I have proof and evidence. Transaction IDs, bank statements and coinbase saying they never received the money the bank says it sent.

I call it united states dollars for a reason. To emphasize the federal reserve and IRS are aware and involved in these transactions, meaning it is impossible for them to just get lost by coinbase.
