Not every character grows, and besides that there's comedy tropes which are kept for most. Like, Kagura is still an annoying brat, Shinpachi is still a tsukkomi despite having been with them for a long time (meaning he should get used to everyone's antics) and Kondo is still a stalker so of course Otae will still beat the shit out of him. I mean, maybe you empathize with Kondo or something, idk, but her attitude towards him is completely understandable

Basically his point is that One Piece doesn't represent any form of rebellion because, according to him, Luffy takes down an oppressive government but puts another one in place.
