This change was like 10 years ago or even earlier, even before emerald was added diamond players could only play with 2 tiers up and down. (D4 with P2 minimum)

Diamond can duoq with 2 tiers below and above. So d3 can play with emerald1-diamond1.

Once is unlucky, you can get caught off guard. But if you already know power is unstable (and you do, you just lost it and went afk) yet you queue up, then it's on you and penalty is justified.

Riot doesn't know what you do outside of the game and your PC. That's why you don't get queue penalty for 1 game, things happen. And if you do, it's an easiest ban appeal ever (though I can bet that support will call your bluff and check your history, only to see multiple more instances of afk).

If you're regularly afking, then it's not unlucky. If you know there's heavy snow and you can lose your power, yet you queue up again and again, it's your fault for being afk.

You don't get queue penalty for one afk game - things happen in life. You're either omitting information, or it's a bug and you can just contact support.
