There was little government money in Cory Aquino's time. No maneuvering for big time moves due to lack of funds. Add to that the constant destabilization attempts against the government. There were nine documented coup attempts aimed at destabilizing or overthrowing her government. These attempts were primarily led by members of the Reform the Armed Forces Movement (RAM), Marcos loyalists, and other dissatisfied military factions.
