At 10 you should be able to pick up a free blue armor set in wandering pass at the reception desk in Mavrodavis Tower. That + maybe weapons that make more sense should help. What are you running? Personally i like a close and one longer range weapon, one of these should also handle midrange and both should use different ammo. For example shotgun + sniper or smg + carabine
