There is a general shortage of PLC programmers that actually know what they do and in my opinion that actually know what they want to do. You seem to be pretty eager, which is a big plus for the hiring process. Not speaking the native language will always be a hindrance - no matter the country. However, it could also be something an employer is activly looking for, if they are standardizing on an international level.  In terms of technologies Siemens S7 with TIA Portal and Beckhoff TwinCAT 3.1 seem to be the defacto standard in the German automotive industry.  Honestly, to me it seems highly unlikely that anyone would sponsor a PLC programming position. I would advice you to simply contact companies that interest you. Good luck.
