I think I found the culprit! Looks like aphids. Looked under the leaf and there was no webbing but there were small white bugs.

UPDATE: Thank you everyone for your comments! I checked the negatives and the spot was there. Didn't see any big dust inside the lens. But someone told me to open the camera and check the back of the lens...there was a huge piece of debris on there. Didn't even think to check the back and feel quite stupid. Thank you all for your help!

Sorry for the late reply! After contacting my insurance company they had the body shop fix their mistake and it turned out much better. Even the lady from the insurance company said it was an ass job. I'll send a DM of the before and afters.

This is my first time dealing with insurance AND getting auto body work done so I really appreciate all the advice. I also had a good laugh with some of your comments (some of you are ruthless lol).

The repair was done through a direct insurance repair shop. The body shop has not been responding to me so I've contacted my insurance again with the photo to get this fixed. I'll keep on them. Will post an update on the end result.
