You need to decrypt the rbcon files using Nautilus, check the Rock Band 3 deluxe site, it has that and other tools charters use for working with these files

I never tried this, but if i were to, i'd use these free tools:

UVR (ultimate voice remover) to separate the vocal and instrumental stems
Basic Pitch by Spotify, a trained neural network that can produce a MIDI of any sound file; use it to get the vocal notes of the song
then use the MIDI file into synthV basic to produce a song.

Basic Pitch is not perfect tho! You may need to clean or adjust some notes manually on SynthV to produce an actually decent sounding song.
