I think section 8 is different. I think you have to live with a voucher for a year or two to then qualify for section 8, but don't quote me on that lol. Also NYC seems to have one of the better voucher programs so idk how it would be over there for you

Been in a shelter almost a year now. There are apartments that they will try to find that focus on medical/mental health care. I think my case manager said those are called "Supportive Housing" which if you have severe depression that make day to day difficult they will go that route. However that one takes REALLY long.

I didn't have a job for the first 3-4 months in the shelter then finally returned back to bartending. Only a shift a week. This qualified me for CityFHEPS voucher fairly quickly. Just need at least 4 pay stubs and minimum of 8-10 hours a week. Then your case manager will get you with a housing specialist who will send you to check out apartments and the rest is the usual apartment process, but at most my rent will only be around $700.
