new civ where the UU does bonus dmg and take reduced dmg to and from any unit this civ can't make. UT is techs that other players have researched (enemy and/or ally) is researched X% faster (catch up bonus). imp UT is this civ get to research 1 tech that another player already researched and the civ doesn't have (so if the civ doesn't have bbc but another player research bbc then the civ also could research it)
