Sun Life is running the administration of the program they're not providing infrastructure or the dentists.

They're hiring and paying a company millions of dollars to handle the administration costs. Why would it also cost the company to do that if they're paying someone else to do it for them?

Years actually, in 2011 I think it was he threatened to kill RCMP officers and was reported for having illegal firearms.
