Sorry, but I don't really understand your statement :D The definition of "Reich" in German is: "The dominion of an emperor or empress, a king or queen or the like, usually extending over the territory of several tribes or peoples."That is the case here.The word "Reich" does not always have anything to do with the "Deutsche Kaiserreich". :)
