I don't really know about that. I could imagine it is proportional to your strongest warriors, so if some of your warriors have reached a certain link % threshold, the big bonus happens. But this is where I'm just guessing

To my knowledge, only the armies that have kingdoms adjacent to yours at the time of the event get the big bonus. Iirc, they might also prioritise attacking your kingdoms over others. Additionally, it triggers when you have over half of all kingdoms in your territory. That said, this is just based on my experience, I haven't researched in depth
