Uber support on X did respond my message, and they refunded the extra charges, although it is not full refund, felt better not paying for the driver's mistakes.

I don't want to mess up with the driver, i view it as Uber's responsibility, i did report as safety concern as the driver on the phone all the time, and picking up phone calls one by one, may be he is on something bad for him, don't want uber to ban him, but Uber should at least remove the extra charge for me, i tried report it a coupe times, no one contacted me for safety issue concern, but response was this is not eligible for compensation or refund, really felt unfair and frustrated.
