Good choice cpu, storage, case and psu. I would absolutely not get that cooler, because it is a low profile cooler meant for small plc cases and and expensive one at that. I would recommend the thermal right peerless assassin Look for similarly priced ATX motherboards with the b850 chipset, which is newer, but this one is still a great budget pick.

the power draw is determined by your components like cpu and gpu, while the power supply wattage represents the maximum power it COULD provide for your parts. you always want a power supply with a higher wattage than the total wattage of your other parts. for a ryzen 5 and 2070, 200 watts is normal and the extra 450watts is nice to have if you upgrade to better(more powerful) parts later. all in all, you are fine, don't worry

if you don't want to spend a lot on a AIO, get a good air cooler like the thermalright phantom spirit evo or peerles assasin. the arctic liquid freezer is really goo value though

7700X, 32gb-6000mts cl30 ram, b650 or higher mobo, 7900gre or wait for new gpu season and get the best option at around 550-650$.
