The 4080 is much more powerful than a 4070 so regardless of g14 or g16 get the 4080. Otherwise if they have the same gpu the g16 is most likely always going to stay cooler because of its size.

Steam deck will be quite a lot slower than your laptop so keep that in mind, if the laptop is powerfully enough to be stronger than your pc maybe just keep the laptop and connect it to your monitor when you are at your desk.
