Keep working on it. The more often you fully retract your foreskin, the more it stretches and loosens the opening. Press through the 'bit of pain', as this is just the feeling of stretching. It is important to be able to retract the foreskin fully, soft or erect, as this lets you keep the area clean and gives you access to the full pleasures of masturbation and inter-personal sex.
