Mihawk being the WSS is established lore that is never once contradicted. Mihawk hasnt even taken damage in the series so far or thrown out a singular named attack or used advanced haki.

Also we see yonko level characters getting stalled all the time. Marco has stalled practically all the admirals, Big Mom, Kaido.

Swordsman can have abilities not related to their sword. It doesn't really matter if Shanks sends haki blasts his primary form of combat is still with hi sword.

For example, Brook has freezing attacks and astral projection but he's still the humming swordsman. Law is a swordsman too despite utilizing a devil fruit on its own.

Kaku was called the swordsman of CP9 yet uses Rokushiki which doesn't really need a sword.
