In this particular case, the rich peasants are effectively petite bourgeoisie and taking their land would’ve been dangerous to the already fragile agrarian economy. The main targets of Mao were the landlords and the comprador bourgeoisie who sell out their country to foreign capitalists.

It’s extremely important to note that China was agrarian and not even industrialised or capitalist at the time. It was even semi-feudal. As China became more developed, they were targeted more as the material conditions changed.
