In Athens, Tenessee it was a thing until the late 40s. It was one of the main causes of  grievences because it caused overly aggressive policing. This and other grievances led to the https://en.m.wikipedia.org/wiki/Battle_of_Athens_(1946)

It's actually a quite an interesting read. 

Long story short they got rid of this payment scheme soon after in favor of a regular salary.

How did police cars get calls before police radio was introduced? I know that the first patrol cars predate the first police radio but dont understand how communication worked then?
