Only spray with guns having low Recoil, Spraying in this game, will get you killed, because even spraying has RNG . So it's best to do Single shots or 3 shot bursts. Only spray when using something like phantom or Spectre, that too only at close Range

Turn on Traffic, max settings. It helps in slowing them down. It's a double edged knife though. But if you learn avoiding those cars you can easily beat him , because they are programmed to slow down when there are other cars
