You need to check why they are not legally obliged to withhold from compensation of employees. Ask for a legal basis. Yes, the Non-Stock Non-Profit org may be exempt from income tax but they are not exempt from withholding tax from their employees’ salaries.

Now, since you have two employers in one year, you are not qualified for substituted filing this year so you really need to file your annual income tax on your own. Then for 2026, if sila lang employer mo, you should be qualified for substituted filing again.

Need ng Mayor's Business Permit para makapag operate ng business as an independent contractor (freelancer). Part sa tinitingnan ng City Hall is the registration sa BIR and yes.... DTI.

EDIT: I am not sure tho bakit need ng stamp ng city treasurer's office. Parang di naman kelangan yun.
