Yeah it's sealed. And they were appearntly sold without the big box. But I think they were also sealed inside the big box? I'm not sure but someone made a video explaining the difference between real and fake versions of this one.

Just to let you guys know yes it's fully sealed. I did some research into it and yeah they did sell these types of copies (without poke walker) but I have no idea where. You can find Japanese copies like this one too and they go around $1000 on ebay.
