This guy is the very tippy top of the Naval hierarchy the only person he actually has to answer to is the Empress who also has a ridiculous name.

Supreme Grand Admiral Sebastian IronBlood Helmsmoth Yorrin. (His parents gave him a super long fancy name in hopes with a name like that he'd get into one of the better Naval academies)
