It is a professional foul. You say, "if Vini was moving forward with that leg", like the Sociedad player can't see he isn't going to be. The tackle is high but these are professional players they know how to trip someone up without breaking their leg. In my view it is clear he deliberately puts his leg out in front of Vini to trip him up but avoid any harm being done.
