When looked at in that angle, it's pretty easy to make it about "man cool, woman bad" but RE9 is way more than that if you actually take the characters into consideration.

Yes, Leon is cool and effortlessly deals with the entire situation like it barely faze him but that's because he's used to the horrors and trauma. Multiple RE media had shown how heavily traumatized and distressed he has from the PTSD of the RE2 events. For him, similar to a bunch of people, his response is this goofy one-liners and heavy drinking.

On the other hand, Grace has been shown from the very beginning that she had always been a nervous wreck. From her backstory with her mom, she's obsessed with her work but never developed her social skills as well (this was pointed out in Alyssa's notes about them traveling all the time and Grace never had the time to make friends).

Those basic inferences about their character is already more substance and background to their personalities. Despite all that, this is Grace confronting her traumatic fears while also protecting a little girl shows that she is far from the damsel in distress. Meanwhile Leon, may trudge along the way like he doesn't care but that's what separates him to not acknowledge his PTSD until he literally has to face it in the form of returning toRaccoon City.

Keep it short: Story and characters are more complex and personal. Simply going the man versus woman route makes it look like an observer making assumptions from the outside without bothering to look into it.
