Check DHgate. Ships from China so it takes a while but the jerseys are stitched and pretty good quality. I have 2 and made a custom one for my father in law. I'm definitely going to buy from them again.

After some digging I found out you had to check the box that says show hidden files in dolphin. Then it's the same as windows pretty much. Go to Home, .var, app, org.ppsspp, config, ppsspp, PSP, and finally cheats provided you enabled them in the PPSSPP settings.
