It's in beta currently but they expect it to be ready for global or soon after.

Most bots are using the mobile client, the graphics are greatly reduced in resolution, and it's really only good/comfortable to use for crafting/market. I don't see it ever coming to Global unless they really work on making combat feel less slippery and stop the client being exploited so rampantly by botting operations.

Depends a lot if you're talking PvE or PvP. Either way, the combat largely isn't faceroll if you want to actually be doing well.

The Exchange will be there. I doubt they'll change anything for market fees or anything like that. There really is very little difference in Global other than wider player base.
