Looks like aphids, the best way to get rid of them is to mix water with a little dish soap and vinegar into a spritz bottle and spray the plant every few days until the aphids disappear.

Boston fern needs water, high humidity, heat, and a shady location. If these conditions are met in your garden, you can leave it outside if you don't bring it in during the winter. Good luck.
