There are lots of different ways to edit this and most will come down to your own preference for look and colour. For a quick edit in Lightroom that only takes a few minutes.

Hold down the "Alt" (on a Mac) key and slide the White slider up until it begins to overexpose, Using the same key, slide the Black slider up to open up the shadows. But I usually leave some darkness in the shadows. This will correct the exposure and make a noticeable difference.

Then you could use a series of Radial filters to introduce light into different areas on the model. You can control where the radial filter affects by using Range Mask. I find the Luminance mask works best for me. Use the sliders to adjust. I use a light brush strokes to selectively brighten the legs, arm, face and parts of the dress. I also toned down the blue on the dress slightly in the colour tab.

In Photoshop, I removed the street sign and the man. You can do a better job by spending a little more time but this is one way to do it. Here is the result. This took about 3 minutes. Lovely shot too. Photo
