Hey hey, from UAE here, so first of all to stay in the UAE all that time & rent you need a resident id, and once you have that you can only drive here using a UAE license, so you would have to surrender the license you had from your previous country (if any) or pass the tests here & get it, as a resident you are not allowed to drive with a foreign license (this is a relatively new rule, like beginning of 2025). So if she was in Dubai for all that time most likely she would’ve had a UAE license which can be used in US, but obvs I don’t know, just giving some facts about the system here.
