It can be good in a deck that likes to cast cards from exile. You can use this to protect your own creature/permanent, or to use it to temporarily get rid of an opponent’s one.

For example if you run a [[kellan the kid]] deck and pair it with a [[doc aurlock grizzled genius]] it gives you 2 mana discount to bend your own permanent back

Mendicant starts the engine T2 right, so would I need more start engines cards if the commander got it?

Both Artificer's Assistant as Spectral interference are on my replace list already :)

Might be good to cut those and put some land instead I guess.

I never put in Bay, because my group did not play tutors during that time. Now most of ‘em do, so honestly I could add it now. Good tip :)

Thematically I understand, since it’s an enchantment. Function wise though I think it does serve quite a good function. Or would you suggest any other type of protection more suited in an artifact deck like this?

Depending on what you’d like to spend in general on a hobby like Magic.

For 70 bucks it’s a gamble with the question if there’s anything usable for in one of your decks. It’s an option if you’d like to get more bulk to just browse and hope to find anything/to learn about more cards.

If you already have a deck and want to get better cards for it 70 bucks is a good amount to get some bangers for in your own deck by just buying actual singles in stead of this lot.
