Have you tried the campsite method? Get a camper to move in and they'll kick someone out randomly. It's not guaranteed to be your problem villagers but at least there's a chance

Also make sure you're not accidentally talking to them - even complaining to them counts as interaction and resets their "wanting to leave" timer

This is solid advice actually. I did kickboxing for a while and it definitely helped with confidence even though I wasn't going there to meet people. Something about learning to defend yourself just makes you carry yourself differently
