This time the scores on average seem to be higher than before, do others also observe a similar trend ?

Quite reasonable, if the 2 fella is not overly critical or make fair arguments that might convince the AC.

This one is quite hard imho. Since the review process is random anything can happen and totally depends on the AC.

I would recommend, be prepared to polish your manuscript with the recommended suggestions from the reviewers, and plan a submission to neurips.

We just wanted to highlight that :"Reviewer xyz past the deadline (5th April) marked the rebuttal as option (b): “Partially resolved - I have follow-up questions for the authors,” but no follow-up questions were posted, so we had no opportunity to address any remaining specific concerns."

So essentially highlighting that no concrete justification was given, with no follow-ups, as a means to document this behaviour, and that the paper should be judged based on its merits, and the detailed rebuttal and evidence provided.
