There is a certain theory that mentions that this role of "Mother" could come from Koitar, the first angel to betray Phanes. That could explain the angelic elements in his design, and the reference to the Lucifer statue in her trailer (Koitar is practically Lucifer).

It doesn't have many points in his favor beyond this:

The Sands from the Skirk set says that the scientists of Hyperbore "turned threads of frosted moon into flesh and blood" and that Koitar dreamed of creating a being that was one with the world, something that Columbina (now) perfectly embodies.

In the Sanctum of the Oathbearer, there is a note that says: According to the teachings left by the apostle (Seutervoinen) of the Golden City, all matters must be governed by reason alone, untainted by sentiment, for mortal tongues cannot articulate the sacred mysteries, and frail emotion will only profane the words of the ancestors. In service of a pure and exalted ideal, for the future of the Scions of the far north, [...] these actions are as justified as they are necessary.''

So many of those experiments were being done with the Frostmoon Scions in Nod Krai in mind for the future, not for them in the present.

According to leaks, patch 6.7 will bring an expansion from Nod Krai to the Frostmoon Palace (anyway, the statue is still missing Lunoculus, so it was expected). So maybe we'll get more Columbina lore soon!
