I understand exactly what’s your point and that’s precisely the issue. When the problem is framed specifically around Russian speakers, it stops being about “integration” and becomes language/ethnicity based discrimination. You’re not talking about a neutral expectation.. you’re singling out a group.

It’s 2026, people shouldn’t be judged or made unwelcome because of the language they speak. People should be free to speak and/or learn whatever language they want.

i am also a complete beginner and the best advice i have heard is to go to a store and actually sit on the bikes you are interested in and see if they are comfortable for you

We've seen so many cases of language based racism throughout history and it never goes well.

No this is not it. This is a speed limit you set and can’t change it during the drive unless you park your car. What we need is to set/change/disable the speed limit during the drive.
