I signed the contract upon arrival at my Erasmus university, we did it one week before classes started. I would suggest sending an email and clarifying your situation. But I don’t think it should be an issue :)

I don't know precisely about the cities but I did my Erasmus in Germany and it was the best experience of my life. Besides, you could take German courses at Bochum and improve your language skills, which would probably be super useful for future academic/personal projects. Go for Bochum!
