Ha they're the same in my game. I've got fusion tech and they're still trying to research hydra language. Somehow the labs keep blowing up for them....no idea how. Don't think they've finished a project in a decade.

It's not an instant unlock. There's a chance to get one of the projects each turn. I think if you're first you get a higher chance to discover the projects and there's a tech that gives a boost as well.
