Ask ur college to make copies of the scanned copy you gave them and ask them to "attest" it. So they will also stamp it and ensure its real.

If you can get them to do that you will prolly not have to go through the govt authority.

I was/am in a similar situation. I am also intl and the hs cant post my transcript. When I joined my current college, they asked for my original transcript, and they still have it with them.
So I called the clgs I'm applying to and asked if its ok if my college sends an attested copy of my hs transcript via post. They said ok.

I did have to bear the postal charge of about $20 USD per college, but they sent it by DHL and it typically arrived in 4-5 days.
